1. Article 17 DSA: Obligation to provide statement of reasons for any restriction: removal, demonetization, de-indexing, visibility reduction, shadow ban. DOUE 32022R2065
2. Article 14 DSA + Article 11 EU Charter of Fundamental Rights: Terms must respect freedom of expression. Carta DDFF UE Art.11
3. Article 10 European Convention on Human Rights: Any interference must be prescribed by law, necessary and proportionate. CEDH Art.10
4. Article 22 GDPR: Right not to be subject to automated decision-making without human review. DOUE 32016R0679

Request:
1. Confirm if any visibility restriction, de-indexing or demonetization was applied to lawful content on these topics.
2. If yes: date, content, legal basis, and Article 20 DSA human review.
3. If no: issue written confirmation.
Deadline: 1 month, Article 17(4) DSA.

Non-compliance will be reported to CNMC as Spanish DSA Coordinator and used before the European Court of Human Rights for violation of Article 10 ECHR.

2. If redaction, partial access per Article 4(6) with individual harm test.
3. Index of 69 docs: title, date, author.
Deadline: 15 working days, Article 7(1).

Appeal: Confirmatory application, EU Ombudsman, CJEU Article 263 TFEU.
